Accounts are brute; this means it could have CC/Balance or Bank attached but it could not have it as well. It's up to your luck to be honest.

GUIDE:
1. Buy some residential proxies from any provider. I recommend Pulse Proxy (it's just 9$ for 10x GB).

2. Go to their dashboard and select the proxies from the country of the account that you purchased.

3. Download FoxyProxy extension for Chrome/Brave/Firefox then go to settings, create a new profile and input your proxies in there. Make sure to include the HOST, IP, Username and Password. They generally have this format: IP:PORT:USER:PASS.

4. Save the profile with the proxies and activate them by clicking on Foxyproxy icon then click on the profile you just created. Once done, go to iplocation.net to confirm that the proxy its working correctly. Evidently you can confirm this by watching if this website says that you're on the location you chose.

5. Now that everything it's ready just go to PayPal and login using the log. Make sure to type the log instead of copy-pasting since it may trigger it and lock the log. Once in, do whatever you want.
